Jamarow Trowery 30 who was on probation for federal gun charges turned himself over to police yesterday. Trowery 30 spent several hours in phone negotiations with police before he turned himself in to officers at the Zone 5 police station in East Liberty on charges of cruelty to animals and a violation of the Uniform Firearms Act.
