He strutted into the breakfast room with his chest all puffed out and wearing a particularly fetching smoking jacket. He’s a bit of a dandy at the best of times. He’s never worked a day in his life and since his epic victory in the village dog show several years back has like some patrician ex-Tory big-wig tended to shun the limelight in favour of a quiet home life. But not today something was up.

Several celebrities made phone calls to lawmakers in support of the measure including former The Price is Right game show host and animal lover Bob Barker. The law requires puppies and kittens to be surgically altered by 4 months of age for their owners to be in compliance. “Why should I have to pay somebody $500 just because I want my dog whole?” said Greg Cross who was hanging out at Central Bark a dog park in Irvine. Cross was at the park with his three dogs Bear Stella and Chanel. All the dogs had been fixed but he did not like the idea of being ordered to do it. “It’s too much law getting into people’s lives” Cross complained. The proposed law has some exceptions — such as for purebreds used for show and breeding and rescue guide and law enforcement dogs.

"Well one thing is for sure he didn’t walk” Rusty’s owner Shane Gowen 21 said yesterday as he celebrated the return of his "best friend” after paying for the dog to be flown to Canberra from Adelaide on Friday night. "I reckon he has jumped the fence and taken off but how he managed to travel so far is beyond me. "He is a friendly dog and maybe he met a truckie who took him for a ride. ” But this is just one of a number of theories doing the rounds among staff at the RSPCA’s Adelaide headquarters. And Rusty’s physical state at the time he was collected by the RSPCA has only added to the travel speculation. The brown and white dog described as a "lovely boy” by RSPCA staff was flea-ridden and suffering a skin rash when he was taken in last Saturday. "This could suggest he was not properly looked after by the last person he was with or he had been surviving on his own for some time without any proper grooming” state RSPCA media spokeswoman Aimee McKay said.

The proposal was backed by 81. 7 percent of the electorate who turned up to cast their ballot in the western Swiss canton of Geneva. It will force some 30 000 dog owners to attend a compulsory course on how to handle their pets. The move comes after a series of fatal canine attacks on people. Under the new law owners of guard dogs will have to get certificates stating they are adults and that their pets are properly trained. Muzzles will also be mandatory when they are taken out on the streets.
